General Definition of Work
Performs difficult skilled technical work preparing journal entries, reviewing invoices and payments for approval, preparing and maintaining financial records and reports, and related work as apparent or assigned.  Work is performed under the limited supervision of the Assistant Director of Finance.
 
Essential Functions

Senior Accountant – Budget Analyst
  • Performs all accounting for the Economic Development Authority, a component unit of the City.
  • Prepares journal entries, monthly financial reports and annual financial statements.
  • Performs all accounting for health insurance internal service funds.
  • Prepares journal entries, monthly financial reports, annual budget and annual financial statements.
  • Assist with preparation of the City’s annual budget.
  • Develop estimates for some expenditures.  Develops estimates for General Fund revenues.
  • Prepares personnel budget for all City departments.
  • Assists with preparation of the annual capital improvement plan.
  • Prepares the final budget document.
  • Assists with preparation of the City’s Annual Comprehensive Financial Report.

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices of accounting and budgeting as applied to municipal government; thorough knowledge of accounting terminology, methods, procedures, and equipment; thorough knowledge of principles and procedures of financial record keeping and reporting; thorough knowledge of audit practices; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to post accounts and to perform mathematical computations with speed and accuracy; ability to prepare complex financial reports and evaluate complex financial systems; ability to communicate effectively in oral and written form; ability to understand and follow oral and written directions; ability to establish and follow work procedures; ability to understand and apply laws and established policies to the maintenance of financial records; ability to prepare complete and accurate reports from various accounting data; ability to analyze reporting data and make rational recommendations; ability to verify accounting documents and forms for accuracy and completeness; ability to establish and maintain effective working relationships with associates and the general public.

 

Education and Experience

Bachelor's degree with coursework in accounting, or related field and considerable experience preparing journal entries and financial reports, or equivalent combination of education and experience.

 

Special Requirements

Certified Public Accountant license preferred.

 

Physical Requirements
