Job Summary

Provides professional support for Shenandoah County’s Human Resources department, including recruitment and staffing, maintaining records and files, reporting, employee relations, performance management support, training, policy and procedure implementation and interpretation, and compliance with State and Federal laws.  Performs related duties as assigned.  Work is performed under the direct supervision of the Director of Human Resources.

  • Coordinate with hiring managers throughout the hiring process to include recruitment, selection, and onboarding while ensuring compliance with County, State and Federal policies.
  • Conduct part-time and full-time new employee paperwork and orientation ensuring all required documentation is accurate and complete, and policies and procedures are reviewed.  Assembles and maintain orientation packets, including required forms, documents, and policy materials.
  • Ensure pre-employment screenings are completed in a timely manner and in compliance with County policy.
  • Create and maintain personnel, medical, and other files as needed.
  • Process personnel records and status changes.
  • Assist in the administration of employee benefits, including health/ Consolidated Omnibus Budget Reconciliation Act (COBRA), Virginia Retirement System (VRS), 457 plans, dental, life, disability, flexing spending plan, or other insurance/benefits plans.
  • Coordinate benefits enrollment, open enrollment, and premium adjustments with payroll.
  • Ensure the accuracy of benefits enrollments entered into vendor portals.
  • Collaborate with team members in the implementation and maintenance of the County’s HRIS/ERP system.
  • Assist with the administration of FMLA and other types of leave programs for employees; assist in preparing notices as required. 
  • Interpret and provide consultation as related to Human Resources policies to employees as necessary, including but not limited to benefits, Family Medical Leave Act (FMLA), Short Term Disability (STD), and COBRA.
  • Assist in preparing and generating notices, surveys, and reports as needed, including but not limited to EEO, OSHA-300, and Medicare Part D.
  • Assist with the Worker’s Compensation program. 
  • Provide general assistance to the Director of Human Resources.
  • Perform clerical and administrative duties, as needed.
  • Maintain regular and predictable attendance at work.

Education and Experience

Requires a Bachelor’s degree with coursework in human resources, public administration, or related field and some experience in local or state government; experience in human resources or benefits management is preferred. Any combination of experience and education may substitute for the more specific criteria listed above.

Licenses or Certifications

SHRM-CP or PSHRA-CP preferred but not required.

 

This position is classified as FLSA Exempt with a starting annual salary range of $50,933.13 - $58,573.10, dependent on experience, qualifications, and internal equity. The County offers an excellent benefits package, including Virginia Retirement System, health and dental insurance, vacation and sick leave, and holidays. The successful candidate must pass a pre-employment, post-offer drug screening and background check.
